Fugitive arrest

Jefferson Davis Parish Sheriff's office arrested a subject on an outstanding warrant from 2016.
Deputies were called to Ragley in January 2016 by a complainant that reported his All-terrain vehicle stolen from his camp. Detectives obtained video surveillance footage in the area and identified a subject.
A warrant was obtained for Phillip Burl Toups, 45, of 6319 W. 70th street, Shreveport, LA. The All-terrain vehicle was recovered in Alexandria, LA and returned to the owner.
Toups has been a fugitive since that time. Toups was booked into the parish jail with no bond Monday evening.
