On Saturday morning around 120 am deputies patrolling the 700 block of South Main street in Jennings observed a hand to hand transaction between one of two males standing next to a vehicle and the driver of the vehicle. 

Deputies requested another unit for safety and began approaching the vehicle.  Two of the individuals began running away.  Deputies pursued and captured them a short distance down Mulkern. 

Michael Louis Phillips, 35, of 1007 South Broadway street, Jennings and Devin Isaac Boudreaux, 18, of 631 GC Chaney street, Lake Arthur, LA were arrested and booked into the parish jail.

Phillips is held on contempt of court warrant , resisting an officer, possession of CDS I , possession of CDS I Heroin, possession of CDS I Marijuana, and Obstructing a public passage. 

Boudreaux was charged with Obstructing public passage, possession of CDS II with intent to distribute, resisting an officer, taking contraband in a penal facility, possession of CDS I Marijuana, and contempt of court warrant.
