Early morning drug arrest of fugitive

Jeff Davis Sheriff’s deputies made an arrest early Thursday morning around 3:00 am of a fugitive wanted by Calcasieu authorities.  Deputies received information that a wanted person was seen in the parking lot of the Jennings Walmart store.  When deputies arrived they discovered Stephen Paul Howard sitting in a vehicle in the parking lot. Howard was arguing with his wife as deputies approached them. 

Howard gave a false name to deputies originally,  but was correctly identified by a Jennings Police officer who arrived to back up deputies.  A consent to search was requested for the vehicle and Howard denied access. K-9 Bean was called to the scene and an alert was made on the vehicle. Deputies located a small bag under the passenger seat that contained methamphetamine, two syringes, a spoon and a light brown substance believed to be heroin.  Deputies also located a black case containing burglary tools.  Both Howard and his wife Crystal denied ownership of the drugs, and claimed the burglary tools belonged to their 7 year old son. 

Stephen Paul Howard,  37, and Crystal Faye Howard, 27, of 827 Airport road, Jennings were transported and booked into the parish jail for LSA 40:966 & 967 possession of CDS I & II, LSA 40:1023 possession of drug paraphernalia, and LSA 14:95 A.3 possession of burglary tools. Stephen Howard is also held on outstanding warrant from Calcasieu Parish for a Theft charge.
